Ratepayer Relief, Energy Affordability & Capping Rate Spikes
Served as floor leader and co-sponsor of the Utility RELIEF Act, securing at least $150/year in direct rebates for Maryland households, prohibiting electric utilities from charging ratepayers for excessive executive compensation, and halting speculative utility forecasting.
"I was proud to serve as a cosponsor, floor leader, and to cast a green vote in support of the centerpiece of Maryland’s affordability efforts, the Utility RELIEF Act, which delivers real relief for ratepayers who have seen utility costs double or even triple in recent years."
Strict Data Center Grid Accountability & Demanding Community Consent
Advanced legislation requiring hyperscale data centers to pay for their own grid upgrades and transmission lines rather than shifting costs to residential ratepayers; firmly opposes unvetted data center expansion in District 27B without transparent community engagement and consent.
"I do not support the expansion of data centers without meaningful public input... We took meaningful steps to address this issue by advancing legislation requiring large energy users, including data centers, to pay for the infrastructure necessary to support their operations."
Water Quality Enforcement & Protecting Southern Maryland Watersheds
Sponsored and passed HB 1196 requiring the Maryland Department of the Environment to develop and implement strict water quality enforcement action plans to safeguard coastal waterways, bayside communities, and drinking water sources.
"HB 1196 requires the Maryland Department of the Environment to develop an action plan for enforcing water quality standards... ensuring that growth does not come at the expense of our natural resources and public health."
